It seems that the speaker is trying to make allusions to American bad deeds.
Frankly, I can hardly agree with the answers above because of 2 reasons;
First, they are fake. Second, they are impolite.
Such anwsers cannot solve any problems mentioned but can only make the relationship between America and China worse.

If you want to show that China is really civilized(maybe even more civilized than America),
alternative pure hearted responses should be made.

Well, I just see every country has its own shortages sometimes, we do not need to look any others down.
However, I do think it's a good way to reply. Um, it's humourous, just and also point out the important truth. No matter the foreigner is well-meaning or malicious, he would know his question is totally not welcomed.

But it's what  the first white man immigrants did when they found the new continent Northern America.

i think the replies are very interesting and useful for they not only avoid the embarassment American questioner intend to give us but also are satire to American's sham(they always accuse or look down upon Chinese, however, there are much more problem in their dometic country)
