A website with ties to CheChen separatists said Monday's deadly metro blasts in Moscow were
committed by Chechen militants,CNN reported. Russia's intelligence agency said preliminary
indications pointed to 'a terrorist group from the North Caucuses region,'where Chechnya is
located.March 30 will be a day of mourning in Moscow. National flags will be flying at half-mast,
and TV and radio broadcasting companies were asked to cancel entertainmen programs.

City-level memo to be signed两岸拟首签市间备忘录
Shanghai Mayor Han Zheng will pay a 4-day visit to Taiwan on April 6 to promote the city's World Expo as well as further cooper ation in various
fields, Taiwan media reported Tuesday. Four memos in culture,tourism,technolog zones and envirnomental protection communication are
expected to be signed between Shanghai and Taipei, the first of its
kind on city-level across the Taiwan Straits.
据台湾媒体30日报道，上海市市长韩正将于4月6日开始对台湾进行为期4天的访问，以推介上海世博会，并加深与台湾在多个领域的进一步交流。据悉，上海和台北将签署文化、旅游、科技园区及环保交流等4项合作备忘录，这将是；两岸首次以市政府名义签署备忘录。
